Authorization window pop-up

I have bria as 101 ( with xcap enabled) , and another sip client as 103, and kamailio as sip proxy.
when 103 add 101 into its contact, bria 101 will prompt up a window asked for the authorization, then click ok add the 103 in.

then on bria (101), I removed 103 from the contact list.
also on sip client (103) , i remove 101 also.

now on sip client 103, I added 101 again, now this time bria does NOT prompt any windows to ask for authorization.
I checked the pkt traces, both time the sip proxy did send the correct NOTIFY message. (see below).

What could be the issue?
