Error message - Mobile Data Not Allowed

When I turn off WiFi (phones doesn't register) and getting the error message Phone Services Error - Mobile Data Not Allowed

I am able to do any other data items - is this a Bria issue (tied to the Broadsoft voice server) that allows only Wifi or do I take this to the Carrier - Verizon and with what question ?

Of course when I turn on Wifi it works fine
